Québec, a leader in energy efficiency

Because of its northern climate, energy efficiency has always been a frontline issue for Québec. Over the years, Québec has become a champion in the areas of better building sealing and insulation as well as heat recovery from industrial processes.

Québec's strengths

• In 2012, Québec published its 2013–2020 Climate Change Action Plan. It provides a set of measures for all sectors that emit greenhouse gases in Québec. Energy efficiency is also at the heart of government interventions, particularly with regard to transport, construction, and industry.
• In 2016, Québec made public The 2030 Energy Policy, which puts consumers at the forefront of impending initiatives and gives high priority to energy efficiency. The policy seeks to:
  • promote a low-carbon economy;
  • optimally develop Québec’s energy resources;
  • foster responsible consumption;
  • make the most of the potential of energy efficiency;
  • stimulate the technological and social innovation chain.
• The Bureau de l'Efficacité et de l'Innovation Énergétiques (BEIE) was specifically mandated to deal with the issue of energy efficiency (EE) for the abovementioned strategies. Notably, it has initiated the modernization of Québec's building code and manages some of the most generous assistance programs in Canada.
• Québec benefits from the active participation of Hydro-Québec, Gaz Métro, and Gazifère, which support a large number of EE initiatives.
• Québec can also draw on an excellent network of consulting experts, quality educational institutions, and access to a large pool of qualified workers.
